 FADA 1000 distortion

Dealing with a recently recapped, and claimed to be working FADA 1000. Schematic -

There is varying distortion on the audio at all volume levels. Things checked - all tubes by replacement, all components in final audio stage. Sort of seems like Sliver mica, but not sure these IF cans qualify. Any ideas?

Here is some more info. When I put one lead of my VOM on the ground side of the wave trap coil[above the first 12SK7] with the other lead on ground [chassis], I get a clear signal very loud, where the volume control has only two positions - very loud and minimum. The distortion almost sounds like "overload".
